when i open sh404sef,I click on all the links to jump to "http://localhost/index.php?lang=en", the links can not jump to the right page, always show the default page "http://localhost/index.php?lang=en".when i close sh404sef ,all the links can link the right page, Normal switch in Chinese and English website.can you tell me why? how should I set up the sh404sef or joomla?

http://localhost/index.php?lang=en is not a normal link to switch language. Why do you have that?
The link should be : http://localhost/en/
On a multilingual site, there are many things that can go wrong in you Joomla configuration. I'm not going to be able to help you if I cannot access the backend.
The first thing to check, which I can't see on your screenshots is the language configuration (under Joomla language manager > Content).
Also, you need to update to current version of sh404SEF, and Purge URLs after that.
But again, those links are wrong, they should be /en to switch to english;

Sorry, I cannot access those test sites. The administrator page just returns a blank page. On the front end I can see the first page, but then if I try to change language, the page loops for ever and doesn't display.

On Joomla SEF configuration, you must enable SEF URLs and URL rewriting if you use a .htaccess
You also had a big warning in sh404SEF control panel about this ("Joomla settings are probably not correct")
That's when I realized you are using Joomla 3.3.1. I can't believe I didn't ask for that first.
Please use current joomla version only.

for example, the site is "http://x.x.x.x/en/xxx.html", I want to remove the language tags "en", I only want to remove the language tags of english, leave the other languages.
I noticed that Plugins:System-Language Filter can remove URL language code, but it remove all the URLs language code, I want to leave the Spanish and German. How to set the Joomla or sh404sef?

Indeed, whether the tags are added or not for the default langauge is decided in the Joomla language filter plugin. There's no setting for that in sh404SEF.
You also need to purge URLs after changing that setting in the Joomla language filter, so that new URLs are created.
