Hi
It may be easy of not, depending on your site set up. We do not have an official import process, but do have a free Import plugin that allows importing from JoomSEF to sh404SEF.
From sh404SEF - which itself is Joomla 3-only, you can then move to 4SEF and/or 4SEO, depending on how you use JoomSef.
The plugin will import the SEF URLs and basic meta data, so that it makes it easier to transition from one to the other. It's unsupported but has proven to be working well for many people in the same situation as you in recent months.
