The 2 are unrelated.
- 4SEO is an all-in-one SEO tool.
- sh404SEF - and its successor 4SEF, create and manage SEF URLs
If you have sh404SEF on a site, you MUST either keep using sh404SEF as long as you are on Joomla 3) or switch to 4SEF.
If you remove sh404SEF, then all the URLs on your site will change back to the Joomla SEF URLs and you'll lose all your rankings signals in search engines.
