We just entered last week a private beta phase. I'd suggest you register/read our newsletter which is normally sent to all subscribers, past and current. All updates are posted there.
There's of course no actual release date, as with most software. It'll be released officially when considered stable enough with our testers. After the initial, private beta testing, there will be a "public" beta testing, where 4SEF will be made available to all sh404SEF subscribers.
Actually, this is how it will be distributed: the sh404SEF subscription will be turned into a combined sh404SEF/4SEF plan, so you'll have automatically access to all beta and then stable versions.
