1. does 4SEO work with J4 multilingual sites?
Yes, with Joomla native Multilingual system.
It looks like I have 2 page URLs for the same page: "https://www.domancom/page" and "https://www.domain.com/en/page" - it would be great if 4SEO make a “rel canonical” to indicate that it is the "https://www.domain.com/en/page" URL which matters (otherwise I will lose ranking for the website in Google’s eyes)
It is quite unusual for a Joomla website to do this, Joomla multilingual system pays attention to that sort of things and does a redirect from one to the other. Are you not using Joomla native system and if so, why is this happening? do you have actual examples?
4SEO will let you generate canonical rules (which applies to a large number of pages with just one configuration) so if you can identify patterns, then yes, you should be able to set up these rules.
You can look at the 4SEO canonical rules documentation here and also maybe at the redirect rules because in your case, I think redirects are most appropriate. But again, Joomla itself should do these redirects unless the language filter plugin has not been configured correctly.

I'm sorry we cannot provide technical support to a site that's not even using one of our extensions! I'd suggest going to the Joomla forum for assistance.

This should not happen with a normal Joomla 4 site. I don't see how that would happen. Are you sure you actually have a problem? can you really type each of these URL in your browser and get the same page?
Again:
- Joomla forums is where you want to go for assistance in checking if things work and what the source of the issue is
- If youa actually have a problem, and it can't be solved withing Joomla (which I don't see how that would be), then you certainly can use 4SEO to include canonicals where you want them to be - and more importantly enjoy all the other benefits of using 4SEO!
