We want to migrate to Joomla4. It is a big site with a lot of modified url's. If we disable sh404sef and instal 4seo will we keep the url's or at least SEF url's for articles that are not releated to a menu item?

4SEO is not an upgrade or a replacement for sh40SEF. It does not deal in any way with URLs. Please read our full blog post on the topic from this summer for all details.
A preliminary version of 4SEF should be released for early testing before this year's end.

We are experience a lot of problems now with sh404sef because SEF URL's stop working and redirecting doesn't work either. Also URL's stop working because they suddenly have a alias that doesn't exist or the url is linked to a wrong menu id, category id or article id. This gives a lot of work.
Is this problem over in 4SEF? We don't want a component anymore that changes the linked menu, category, articles by itself.

That's something that should be handled here on the support helpdesk. sh404SEF has been around for a long time, it is extremely reliable. SEF URL may break if you change content for instance, but in 13 years I have not found any example of correctly set redirects that does not work.

Not sure what that means, sh404SEF does not use aliases after the SEF URL is created and stored in the database. After that, what you do with aliases in Joomla does not matter. Again, this would need to be solved on the sh404SEF helpdesk.

Linking to the wrong category or article is not possible. However, not using the correct menu id is totally possible as sh404SEF does not use menu item to build URLs. Using menu items for URLs is Joomla SEO main issue and the one sh404SEF was initially built to solve. Not using menu items in URLs does have consequences depending on the way the site is built. Duplicates management normally helps solving that (I hope you do not purge URLs???) but indeed menu item management can be a real pain.

The only reason for 4SEF to exist is to maintain SEF URLs of Joomla 3 sites running sh404SEF when moving to Joomla 4.
If you don't want to keep your URLs, then what you need is 4SEO. If you want to keep your SEF URLs, you'll need 4SEF and 4SEO ( as 4SEF does not have any SEO features at all, it only does one thing: SEF URLs).
