Hello, I have a number of sites running Yootheme Zoo and use an (unofficial) extension called Zoo for SH404 (https://extensions.joomla.org/extension/zoo-for-sh404sef/) mainly to rename and remove the redundant /item/ from the SEF URL using rules and not manual overrides.
Will either 4SEO or 4SEF allow me to the the above or allow plugins/extensions?

4SEO does not deal in any way with SEF URLs, it's an SEO-only extension.
4SEF will make sure existing SEF URLS created with sh404SEF can be work on both J3 and J4. There should be no problem re-using existing, custom sh404SEF plugin, I don't plan on changing anything here.
