I had sh404sef in the past wih joomla 2.5, then removed it to migrate to J3 using migrate plus component. I was wondering if I can get sh404 again and instalalled with no problems?

I don't see why there would be any issue. I don't see either why you removed it to migrate to Joomla 3?
The only question is whether this migrate plus component did anything to the sh404SEF database tables or not and whether they were transferred.
ALso, our web site have php 7.4 running, this might be a proble for sh404sef ?
PHP 7.4 is the current standard version for PHP, it's what's normally used.
