hi I want to know why sh404sef creates url that I have deleted before even though I have redirected the deleted url

After logging in, please open a ticket describing as clearly as possible the problem you're experiencing.
As for your question, sh404SEF does not create links. It only records them. So if Joomla or an extension on your site creates a URL, it gets recorded by sh404SEF. If you delete it from sh404SEF, it will be recorded again if your extension creates that link again.
