I have a client who is a process server and works multiple states. Of course, different states have different laws and rules.

When a site visitor chooses a particular state, the client wants a page to display showing the relevant rules. I don't want AI to scour the internet (cause we all know how accurate THAT can be!!) to get info. I want it to look at the relevant state's legal site and display the current info. This would negate needing to monitor and update my client's site every time a rule changed.

This would also need to happen automatically. Could 4AI handle this?

Hi

Not at all. What you describe is called a RAG system. It normally requires to use a type of database called "Vector database", which you would to procure through an external provider (your Joomla MYSQL or similar database cannot do that). 

I'm not sure you need any AI for that though: you'd also need software to scrape the state website (which is likely illegal), then put the result in a database and search that.

Unless you want some AI system to write a summary of the relevant rules but then you get back to how reliable that can be.

In any case, you won't find anything off the shelf to do all that, and certainly at the price of a Joomla extension.
