Looking at upgrading my site from 4.4.8 to 5.2.0 and one of the potential upgrade issues is for shlib.
I know this was used for sh404SEF, but I am now using 4SEF so is this plugin still used or can it be safely removed?

No, it's part of sh404sef and is a Joomla 3 only plugin anyway.
