I watched your video describing the Joomla! setup for podcasts. Would this apply to vodcasts, also? where there is both video and audio? Or would 4video also have to be purchased/downloaded?

4Podcasts is only for podcasts, not video podcasts.
Or would 4video also have to be purchased/downloaded?
You can use 4Video to insert YouTube or Vimeo videos into your articles/podcasts, but said video will not be known to 4Podcast and it won't include them into the podcast XML feed. Note that there's not an actual specification for video podcasts XML feeds so that may not matter to you in fact.
