As per our discussion by mail, I am opening this ticket for further communication.
I tried to purchase 4SEO as it has redirect functions like sh404sef. But there is no PayPal or debit card option for payment. I have only a debit card and PayPal.
Is there any way to pay with a debit card?

Paypal has a problem as you can see on your screenshot. The problem is not "for this payment". I assume Paypal will be back up for you soon. There may be also some blocking per location (ie country) but that would be rare I assume.
