Hi, I am in the process of purchasing 4SEF and 4SEO, but this subscription only allows 3 sites. Please tell me if I can install on my localhost for development and does this count as the same site or 2 sites?

That would be one of the 3 sites. This plan really is for individual sites. It's meant for:
- the live site
- a "staging" site for testing
- a local host installation
That said:
- this is a GPL license software: you can run on as many site as you like
- the plans restricts support and automated updates only, as allowed by the GPL license
