Trying to migrate to 4SEO but current of sh404SEF version is too old to work. Is there a way I can get access to the newest version of sh404SEF 4 Version 4.24.7?

Hi,
If you are moving away from sh404SEF, what you need first is 4SEF. 4SEF handles SEF URLs, which is the absolute minimum you need to switch.
4SEO handles metadata, structured data, sitemaps, content replacement and more but only 4SEF does URLs.
Access to sh404SEF is included with the 4SEF subscription, which is how you get access to it.
