I assume this is related to using 4SEF or 4SEO? Then post in 4SEF or 4SEO.
And yes, you should not have shLib on your system - unless it's a Joomla 3 website - because all these are parts of sh404SEF. Which must be uninstalled before migrating to Joomla 4/5, like any Joomla 3 - only extension.
