I am wondering why my Bing Sitemap is not submitted to Microsoft.

Hi,
That's because Bing just stopped (last week) that service and no longer accept such sitemap submissions. The only accepted ways to submit are now:
- include sitemap address in robots.txt (which 4SEO already does, unless you've disabled that)
- manual submission through Bing webmaster console.
That feature has been removed in latest dev version of 4SEO and will never come back. Only Google now accepts this kind of submission.
