When I go to SEO Tools > Robots.txt and click 'Optimize for SEO' the following code is added:

# 4SEO-opt Disallow: /cache/

However, the code seems wrong?

Nope, it's fine. Joomla default robots.txt blocks the /cache folder for search engines, that's a bad idea so we open it up by commenting out that line in the file.
