Hi,
No, it's a type ahead selector to let you choose the rule ordering. As this seems to be your first rule, it offers you already to put it first in the list.

By the way, you basically don't need to start anything.
After the initial config wizard, it starts crawling the site in the background but already adds multiple things: OGP data, default structured data, etc
So you only need to do anything if you want to something specific. Else just let it go.

Sorry I don't really get it. The dashboard says "Structured data for Local Business is enabled, but you have not selected a logo, which is required. Please complete structured data configuration in the Structured Data settings." So in Structured Data I end up in this screen and then no idea where to upload a logo.

Most pages have a Settings button in the toolbar with related settings.
