My SEO Rule Type is RAW content, Enable rule set to "On all pages" and enbled.
If you turn off and then turn on, Enable rule reset to "With some conditions".

As expected. If you use the simple On/off switch, we do not know which conditions you want to enable back, either "All pages" or Apply the conditions.
- if your previous state was "All pages", then using conditions will do the same As the default conditions are equivalent to "All pages"
- if you previously had some conditions, then those will be applied back.
