The first one is not coming from Joomla. Joomla does not use this tag:
<meta name="robots" content="max-snippet:-1, max-image-preview:large, max-video-preview:-1">
When you select "index,follow", Joomla actually does not output anything, as index,follow is the default.
You likely have an extension adding this, or what I see often is that this is hardcoded in your template. I'd look first in your template to find where this is coming from.

It was an issue with the minify function of JCHOptimize.
