I have installed 4SEO, hope all is configred well. Site is https://www.example.cz.
But
1/ still see 0 % Completion in Site Analysis after 1 hour
2/ Pages / analyse now analyse no page.

I can't say for sure but a quick look at your robots.txt file shows me this:
Sitemap: https://www.example.cz/sitemap-4seo.xml
So this tells me that you have entered https://www.example.cz/ as the Website home address and that's probably incorrect.
Your domain name does not have capital letters, it should only read: https://www.example.cz/, exactly as you see it in your browser address bar.
I'd suggest:
- check that the website home address is correct, ie https://www.example.cz/
- if it had capital letters, change it to lowercase
- on the Site analysis, click Reset analysis to clear previous failed attempt
- use Analyze Now from the Pages page toolbar to run a manual analysis and check all is ok
