Can sh404SEF provide a separate URL for duplicate content if intended? If I want to make a duplicate of an article with its own menu item so I can test or develop, how do I keep it out of sh404SEF's list of duplicates for the original?

Each duplicate exists as an individual record so you can manually customize each duplicate as you see fit, just like any other URL.
Tip: switch to "Slow server" mode (from the Advanced tab of configuration): URLs are not grouped together any more and so it's easier to customize the exact one you want.
