We endedd up purging the URLS on the live site.
We went from 49k to 8.8k
However now one of our main Urls shows a 404 and when i try to create a new one it reports Could not save data. Error: This URL already exists in the database!
So I had to change the SEF URL to a non-SEF URL across the site.
The non sef url was https://www.xxxx.com/index.php?option=com_content&Itemid=354&catid=2&id=1995&lang=en&view=article
The sef url is https://www.xxxx.com/thank-you-tts-core-modules
How do I find and delete the url in the database and is it the sef or non sef url that SH404 is stating already exists?

is it the sef or non sef url that SH404 is stating already exists?The rules are a bit complex but in your case it's most likely the non-sef

How do I find and delete the url in the databaseYou probably don't want to delete it. It's most likely already there, with a different SEF, so you juts need to customize that URL (and any duplicate) to the one you want, thank-you-tts-core-modules.

As you can see in screenshot ID=1995 it shows a completely different url that has nothing to do with the original.

That screenshot does not have id=1995 at all. Can you screenshot the entire main SEF URL manager display when searching for id=1995?

Your correct I was not using the search bar I look for the ID 1995 by going through the pages to page 20.
You can now correctly see in the screenshot that when I typed ID=1995 in the search bar it found 3.
I checked the duplicate on the "tts-core" and it is the correct one .
So I can change the "tts-core" duplicate to the correct one and then the SEF the "tts-core" will display the right page.
I could then change all the links on my site to SEF "tts-core"
However if I wanted to change it all back to the way it was originally, should and may I change the SEF from "tts-core" to "thank-you-tts-core-modules" and then change the links on the site?

This will cause the main URL and the 2 duplicates to be split into two records:
- The new one: SEF: thank-you-tts-core-modules + non-SEF "the correct non-sef"
- The duplicates: SEF: "tts-core" with one duplicate left
So you need to also customize that duplicate. WHen you do so, that 1st duplicate will be grouped with the "thank-you-tts-core-modules" which will now have one duplicate (you will certainly have a warning telling you that sh404SEF was not able to create an alias. Just ignore that: when sh404SEF customize a URL it creates a redirect from the old to the new. In that case, the alias will already exist, so there's a message but all is fine)
And finally you can also customize the last duplicates so that it gets re-grouped with the others (and again likely a warning message about not being able to create an alias).

then change the links on the site?Actually, the way to do this initially is to only use non-sef URLs in the site (whether sh404SEF is installed or not actually). That way, the links in the site refers to the actual content and Joomla will always convert them to the corresponding SEF. If you decide to change the URLs somehow, all the links will be updated automatically.
